The territory of Puerto Cayo was comprised of small villages during pre-Hispanic era and was populated by indigenous groups belonging to the Huancavilca Manteño people.  The men were mostly fisherman and families lived in small houses made of wood.  To present day, most men still embody this culture as professional fisherman.  In the year 1911 Puerto Cayo was established as a rural parrish by the govenrment, and this April 2011, it celebrated its one hundred year anniversary.

Furthermore, Puerto Cayo has recently played a role in the continuing efforts to protect the environment and increase sustainibility.  In 2002, an initiative was taken to preserve the shrimp larvae in the area.  In 2003, the fishing committee in Puerto Cayo participated in a biodiversity contest in Malaysia at a international level, becoming a finalist among the 26 projects and achieving 6th place, represented by Mr. Oscar Pihuave Chiquito.  This pilot project obtained excellent results for many cities around the world to which it was applied, and to the pride of the people of Puerto Cayo, this process has been considered as a pioneering example in hopes of declaring a total close-season on shrimp for the entire Ecuadorian coast.
